Abstract
Ireland has established a worldwide reputation as a developer and exporter of software solutions. To retain competitive advantage and world leadership in this sector, it is essential to continue to engage in Research and Development in new and evolving technologies and in the provision of solutions for these technologies. The Internet and Electronic Commerce are typical of where opportunities and challenges exist. The principal focus of E-Commerce has been Business-to-Business and Business-to-Consumer. More recently, interest in the use of E-Commerce for Government and Administration has been shown to be a major growth area and by addressing this evolving requirement, through Research and Development, Irish industry can gain significant competitive advantage.
This project is an investigation, analysis and demonstration of the critical quality factors, which are essential for E-commerce activities in Government and Administration Web sites. It is envisioned that the project will be completed over a twenty-one month period. It will rely on a comprehensive search of published literature and on contacts with leading professional practitioners. There will be a number of deliverables from this project, which will be in the form of tools for managers and IS professionals. These will include a conceptual model for conducting Government and Administration E-Commerce, a listing of the internal and external quality factors and their characteristics for Government and Administration Web sites and a Checklist of Enablers for each characteristic. There will also be a demonstration of these by way of a prototype implementation as proof of concept.
Summary
This scholarship is based in the Department of Mathematics, Statistics and Computer Science, Kevin Street, Dublin 8, Ireland and is of twenty-one months duration. The proposal seeks support for a state-of-the-art investigation, analysis and demonstration (by way of prototype) of the critical quality factors, which are necessary for Government and Administration e-commerce web sites. The project will provide industry in general and e-commerce providers in particular with strategic knowledge for competitive advantage worldwide.
Profile of Graduate to be recruited for the scholarship
Graduate must have achieved at least the grade of second-class honours at degree level in a related discipline or a suitable equivalent qualification.
Knowledge of some of the following would be an advantage: Government/Administration structure and practice, strategic management, information technology, e-commerce, software quality, web site development.
